Rulings

These contain the Chairman’s official decision(s) on a particular matter. For instance, whether to accept an individual’s application for core participant status.

Minded-to notes

These set out provisional decision(s) that the Chairman is minded to take on a particular matter.

Directions

These invite submissions from interested parties concerning an issue or provisional decision the Chairman is minded to make. They typically proceed minded-to notes and precede any rulings and orders.

Orders

These restrict certain information from being disclosed or published. They are issued by the Chairman and are legally enforceable. Only information given, produced or provided by the Inquiry is covered by restriction orders.

Explanatory notes and counsel’s notes

These are issued by the Inquiry and designed to add context and explanation for particular decisions or positions. They often accompany rulings and minded-to notes.

Chairman's statement

These detail the Chairman’s position on a particular matter. They may also be used to make announcements.

Submissions, statements, skeleton arguments and position statements

These are written representations from an individual or organisation external to the Inquiry detailing their position on a particular matter. For instance, non-police, non-state core participants making their case for why the Chairman should not grant restriction orders for certain undercover police officers.

Applications

These are requests for the Chairman to restrict the disclosure or publication of certain information that could lead to a particular individual being identified. They originate from individuals or organisations external to the Inquiry.

Exhibits and annexes

These are supplementary materials that support or expand upon information contained within other documents, such as submissions and skeleton arguments

These list all of the redactions made to a particular document and explain why they were made
